Yes it s just fine to have insulation touching your dry exaust pipe.
5 depress the trigger on the spray foam and apply around the circumference of the vent.
So the air remains warm until it exits the house.
I am not aware of any clearance requirements for dryer vents.
I live in an old apartment which does not have laundry or even laundry hookups.
